How to confirm
a SIM card

If you are a citizen of another country
What is required
1. Have your passport translated into Russian
At a translation agency and have it notarized.
2. Obtain a SNILS (Individual Insurance Account Number)
— At the Social Fund of Russia
— At an MFC (Multifunctional Center)
Bring your passport and its Russian translation. The SNILS document will be issued immediately upon application.
3. Register on the Gosuslugi portal
— On the website
— In person at an MFC or bank. Bring your passport, its Russian translation, and your SNILS. A staff member will create an account in your name and submit the documents for verification.
After verification, you will receive a password for your first login to Gosuslugi via SMS or email. Your login can be your SNILS, phone number, or the email used during registration.
4. Register your biometric data
This involves a voice recording and facial scan. Bring your passport, its Russian translation, and SNILS, and go to a bank. Biometric data recording in the Unified Biometric System takes a few seconds.
5. Report the IMEI of the device in which you are using the SIM card
This is required for the mobile network service to become active.

6. Verify your biometric data
You must do this yourself either on the Gosuslugi portal or by visiting a Yota point of sale.
You can continue using the SIM card immediately after verification.
